The Hubbard College of Administration International was established in 1991 as a nonreligious, nonprofit degree granting institution to develop and deliver formal training based on the administrative technology of L. Ron Hubbard to professionals, businesses, nonprofits and government agencies. Additional Hubbard Colleges of Administration have been opened as branches of the international college and are part of a growing global network.

These external Hubbard Colleges of Administration are also named in honor of philosopher and humanitarian L. Ron Hubbard and are secular, non-religious, nonprofit institutions.

Every Hubbard College of Administration trains individual entrepreneurs, executives and organizational staff in the implementation and use of the HCA management system—enabling them to apply these principles to real-world business challenges.

Once trained, these professionals implement the Hubbard College of Administration management system in their own organizations and endeavors. Many have gone on to provide products, software, training and consulting services based on this system.
